The error usually appears after regular platform updates, when old files do not get replaced.
In below example it is "LIVE_Exchanges.xic", but there might a file with a different extension.
Please try the following solutions in order to resolve a problem.
1. Find and manually delete a file, mentioned in the error.
It usually located by the following directory:
User* – it is a Windows profile name
You can also search for the file on your PC:
NOTE: If you do not see any file or folder, it may because it is a hidden file. To show hidden files go to MY PC or COMPUTER and
On Windows 7: go to ORGANIZE>FOLDER AND SEARCH OPTION>VIEW>select SHOW HIDDEN FILES AND FOLDERS
On Windows 8/10: go to VIEW > and tick HIDDEN ITEMS
After the file removal, please restart a platform and log in.
2. If above solution does not help, please remove the platform and install again. Here is an installation link:
